Trying to show that a battery can be charged while driving.

I have a solar panel battery with an outlet that I plan to plug in the Tesla car power supply in it. The park functions can be figured it so it can run and charge but I need help with making a indicator for battery percentage in the Tesla car and when it's at something like 75% it will allow it to use the charger. There is already bikes with solar panels that make it so it can run all day and I just want to do it to a Tesla car to show it can be done with real ones. Who knows, it could be what they put into actual Tesla cars.
